There are a ton of photo touch-up/editing apps out there, but few that match the quality and quantity of the features found in Pixlr Express (God I'm getting sick of these vowel-less app names).
Pixlr Express may be a bit daunting at first for those with little or no photo editing experience, but it's really surprising how good the effects and editing features are that are packaged in Pixlr Express.

If you've got 850 yen and a tablet, Photoshop Touch is pretty great, but you can't beat the free Pixlr Express if all you've got a is a smartphone. Photoshop Express feels like a toy next to the far superior Pixlr.
Probably the best way to learn how to use Pixlr is to try it out yourself, but it uses a lot of specific terms that I'll explain below to help get beginners started:
Touch Up: Adjust picture quality with your finger
Focal Blur: Blurs an area outside of a certain radius
Color Splash: Adds a specific color to a black-and-white photo
Crop: Trims the picture size
Rotate: Rotates the picture
Auto Fix: Automatically adjusts picture properties
Color: Adjust hue, brightness, etc.
Contrast: Adjust contrast between lights and darks
Blur: Blurs stuff
Sharpen: Makes lines and color differences stand out more
Denoise: Smooths out roughness
Red Eye: Gets rid of flash-caused red eye
Whiten: Brings up the whiteness in the photo
The Effect menu shows how your picture will turn out with each effect, so there's no real explaining to do here. These can be combined for over 100 effects, which is pretty amazing.
There are also Overlays that let you add light-based overlays to your photos, as well as Borders to frame your pictures.
You can't use the Effect and Overlay options at first, but a quick tap on them downloads them to your device and makes them ready to use.
Once you get the hang of it, you can turn your smartphone photos into SLR-level quality pictures or into Instagram-y stylish photographs. If you take lots of pictures, this app is a must-have.
