You must have recognized at once what was strange. Yes, this is the game screen of a TETRIS-like puzzle game, BUTSURIS.
The feature of the app is the use of a physics engine, which makes the physics come into play and wobble the blocks. You may wonder if it is really possible to create horizontal lines in such a rule, but in this game nine blocks fill a line, instead of ten in TETRIS, so it is not so hard as you think.

One of the interesting points about the game is that you can give physical shock to underlying blocks by slamming down the falling piece. With this technique, you can delete blocks accidentally and unexpectedly.
You cannot control the falling piece once it touches other blocks. In higher level stages, you don't have time to even rotate it. So it is better to slam it down and leave it to chance. Those who were good at TETRIS may not necessarily be good at BUTSURIS.
If you get a high score in the nine-line mode, the ten-line mode, where you need to use ten blocks to fill a line like normal TETRIS, unlocks. But I think it is too difficult... I could clear only one line at the first try!
